BAY POINT MARINA RECONSTRUCTION, MAINTENANCE DREDGING AND SEAWALL RECONSTRUCTION, BAY COUNTY, FLORIDA
The $10M Bay Point Marina reconstruction project was a multifaceted complete rebuild following the destruction of the marina during Hurricane Michael, resulting in a full-service marina, retail, fuel dockage, and an associated 135 boat slips. The project included replacement of the existing seawall and maintenance dredging of the access channel and marina basin within Grand Lagoon. Icarus was contracted to conduct the submerged aquatic vegetation survey and to assist with the state and federal permitting process for all aspects of the project.
Permitting of this complex project included submittal of applications and responses to requests for additional information, coordination with client, engineers, contractors, Florida Department of Environmental Protection (FDEP), U.S. Army Corps of Engineers (USACE), U.S. Fish and Wildlife Service (USFWS), Florida Fish and Wildlife Conservation Commission (FFWCC), and the National Marine Fisheries Service (NMFS). Icarus successfully facilitated the permitting process and issuance of the FDEP Environmental Resource Permit, the modified State-owned Submerged Lands Lease, and the USACE Individual Permit for the marina reconstruction. Icarus also facilitated the FDEP authorizations and the USACE Nationwide Permits for the seawall replacement and maintenance dredging.
In addition, to meet agency requirements for minimization of seagrass impacts and mitigation for unavoidable impacts from channel dredging, Icarus developed and submitted a seagrass mitigation plan and facilitated permitting and submerged lands authorization of the plan and seagrass signage through the FDEP, NMFS, and FFWCC. The comprehensive seagrass mitigation plan included relocation and transplantation of seagrass to restore 0.63 acres of damaged and bare seagrass habitat as well as monitoring and management of the seagrass restoration area in Grand Lagoon. Icarus successfully implemented the plan and is currently monitoring and managing the reference site, donor site, propeller scar area and recipient site.
