Icarus coordinated extensively with the Florida Fish and Wildlife Conservation Commission, the U.S. Fish and Wildlife Service, Florida Department of Environmental Protection and U.S. Army Corps of Engineers during the development of RGP-EMA III. Focul species were identified by state and Federal agencies and included in the required Biological Assessment/ Biological Opinion. Icarus staff participated in meetings with public agencies, as part of the RGP-EMA process. Regionally significant conservation lands were identified, along with conservation corridors and greenspace linkages. Extensive proprietary modeling of wetland features were conducted by Icarus and its team of spatial analysts. Direct impacts were analyzed for each subbasin within the programatic area. Multiple surveys for federally threatened species such as the frosted flatwoods salamander. Responses to public comments and requests for information were handled by Icarus. RGP-EMA III represents the final leg of three RGP-EMA instruments all conceived, designed and negotiated with Icarus. Icarus is the only consulting firm in the United States that has created three Regional General Permit mechanisms and the only firm in Florida that has crafted three Ecosystem Management Agreements with the State.
